Comptroller Examines Funding Trends and Performance at Tennessee’s

Public Universities

The Comptroller’s Office of Research and Education Accountability (OREA) has released a new set of publications showing how Tennessee’s nine public universities have performed under the state’s outcomes-based funding formula.

Tennessee’s outcomes-based funding formula allocates state funds to universities based on outcomes and performance rather than enrollment. Almost $1 billion in public funding was allocated to public higher education institutions based on the complex formula in 2018-19.

The new publications examine funding and performance trends at each of Tennessee’s nine public universities since the adoption of the formula in 2010. All public universities have seen an increase in operating funding since the formula was implemented.

The nine publications highlight how a specific university’s funding has changed over time compared to all other universities, and why funding changes have occurred based on performance across the formula’s outcomes.

Individual profiles are now available for the following public universities:

Austin Peay State University                                      University of Memphis

East Tennessee State University                                 University of Tennessee - Chattanooga

Middle Tennessee State University                            University of Tennessee - Knoxville

Tennessee State University                                         University of Tennessee - Martin

Tennessee Technological University

The Comptroller’s publications aim to make the state’s funding formula for higher education more understandable and transparent. Additional information about the higher education funding formula can be found on the Comptroller’s website at http://www.comptroller.tn.gov/OREA/.
